About the use of the system

In what cases are the registered e-mail address and phone number used?

The information will be used to notify the applicant of receipt, to communicate necessary procedures related to the application, such as communication of requests to revise the application details, etc.

E-mails are sent from “information@dips.mlit.go.jp”, so configure the settings to enable reception of emails from this e-mail address.

Who should I contact for inquiries?

The UAs help desk accepts inquiries by phone.

Is an operation manual of the DIPS available?

The screen changed while I was doing other work. Does it mean it is unavailable?

If you do not make any operation for a certain time, you will be logged out automatically from the DIPS2.0. Log in again and make an operation.

How long does entry take?

The time required for entry depends on the procedure, the preparation condition of the information which has to entered, and the degree of proficiency of the applicant for operations of a PC.

The time required for entry is expected to be about 20 minutes in the case of a registration procedure by a person who uses a PC on a daily basis with all information which has to be entered prepared in advance.

Institution and system

Is the system available to everyone?

Yes. Users are required to enter their name, address, telephone number, e-mail address, and other information. If a user under 16 years of age registers personal information, the consent of a parent or guardian is required.

Operation is slow or screen is frozen.

The system may become slow when access to the system is concentrated. Please wait a moment and try accessing the system again.

Is a system usage fee required?

No.

How can I add/change registered UAs?

After logging in the DIPS2.0 (Flight permission/approval application functions), you can add or change them from the menu. For details, refer to the operation manual.

How can I register UAs whose owner is not myself?

The owner must operate the UA information provision himself/herself in advance. For details, refer to the operation manual.

How can I add/change registered operator?

After logging in the DIPS2.0 (Flight permission/approval application functions), you can add or change them from the menu. For details, refer to the operation manual.

Nothing appears on the operator's informational screen.

Pilot Information provided by other users is limited to the information of the UA Remote Pilot Certification holders. Other pilots information should be entered for each user.

Can I submit a written application?

Yes.

How many days in advance should I apply?

Please apply by 10 working days before the scheduled flight start date (excluding Saturdays, Sundays, holidays, etc.).

However, if the application is incomplete, it may take some time to review the application, so first-time applicants are advised to apply well in advance.

I want to correct an error in my submitted application.

Once an application form has been submitted, it cannot be corrected by the applicant. Please follow the procedure below.

(1) If you want to correct the information you entered before applying, please select "Create (copy)" from screen "Flight permission / approval main menu" and enter the correct information.

(2) Please withdraw any unnecessary applications that you have made as a duplicate source.

I want to withdraw my application.

Applications that can be withdrawn are those with a status of "under review" or "Under creation of a corrected application". For details, refer to the operation manual.

My PC froze while I was submitting my application. Is there any way to check if the transmission was completed?

Please check the status of your application from the "Application information management / Application list" screen.

If it is "under review”, the transmission has been completed.

If it is "in the process of creation", the transmission has not been completed. Please click the "Edit" button and submit again.

Is there a way to check the progress of my application?

Please check the status of your application from the "Application information management / Application list" screen. Details of the status are as follows:

(1) Under creation:The status of applications that are under creation or suspension.

(2) Under creation of a corrected application:The status of application, when there is an instruction for amendment in the application review.

(3) Waiting for judgement:Application status before the application is reviewed at the place of the submission.

(4) Under review:The status of application, when it is being reviewed at the place of submission.

(5) Permit Issuance:Application status where the review is completed and permit issued.

*Please note that if you have requested a paper flight permit/approval, you will need to send a return envelope to the application destination where you submitted your application

(6) Procedure finished:Application status where all procedures have been completed, including procedures for issuing permits.

(7) Procedure finished (canceled): Application status when it is withdrawn.

I have received a notice of correction instruction, how do I correct it?

What is an electronic permit?

It is an electronically signed permit in place of an official seal or other stamp. Unlike a written permit, it is not necessary to mail a return envelope to the address where the application is submitted, so the entire process from application to permit can be done online.

If you wish to receive an electronic permit, please select "Electronic Permission slip" on the "Entry screen of other details, etc" screen when you prepare your application.

Is it possible to issue a written permit as in the past?

Yes.When preparing the application form, please select ”Paper permission slip” on the "Entry screen of other details, etc" screen.

If a written permit is requested and issued, a return envelope must be mailed to the address where the application was submitted.

In addition, once a permit has been issued in electronic form, it cannot be reissued in written form. If you wish to receive a written permit, you must re-apply.

Received an electronic permit does not have the seal of the Regional Aviation Director (Airport Office Director).

Since the signature is made electronically, the impression of the seal cannot be confirmed.

You can check whether it is an electronic permit by displaying the cover letter (xml file).

Please refer to the FAQ” Is it possible to verify that the signature on the electronic permit is valid (genuine)?” to check for validity.

How do I "carry the permit or a copy of the permit" in the case of an electronic permit?

Carry the printed "Appraisal Document" and "Permit" (including a separate sheet, if any) or the electronical data itself stored in a zip file.

If you carry as electronic data, it should always be visually presentable when questioned by government agencies.

Is it possible to verify that the signature on the electronic permit is valid (genuine)?

The e-Gov electronic application system can verify that the electronic permit has not been tampered with and that the electronic signature granted is valid.

Is there a size limit for files to be attached?

① Documentation showing the specifications of the UA (blueprints or photographs) :2MB

⑤ Materials, photos, etc regarding the conformity to the additional standards of the plane:2MB

⑥ Flight manual (attachment) created based on risk assessment guideline:10MB

What is a Control number of Civil Aviation Bureau?

This number is required when applying for a Level 3.5 flight.

If you want to do level 3.5 flight, it is necessary to get a Civil Aviation Bureau control number, so for details including how to get it, please refer to the website of the Ministry of Land, Infrastructure, Transport and Tourism.

I would like to extend only the flight date and time (renew the period) for permission/approval that has already been applied for.

This is possible by applying for renewal of flight permit/approval within two months of the expiry date of the permit. For details, refer to the operation manual.

Accident information to be reported

What type of information can be reported?

Please report promptly if any of the following applies.

Accidents

1. Death or injury (serious or severe) to a person caused by an unmanned aircraft

2. Damage to property owned by a third party

3. Collision or contact with an aircraft

Serious Incidents

1. Collision or contact with an aircraft is deemed to have occurred.

2. Injury to a person caused by the unmanned aircraft (if the injury is minor)

3. Loss of control of the unmanned aircraft

4. Unmanned aircraft catching fire (during flight only).

Accident classification: When is the selection of non-reportable items implemented?

The Civil Aviation Bureau will review the accident report received and determine whether a report is required. If it is determined that a report is not required, the Civil Aviation Bureau will change the status of the incident to 'not reportable.' Therefore, please select "Accident" or "Serious Incident" for the initial report.
